The 'Decree of Grand Duke Stalcast Bijäl Concerning Corundy' was issued early in 2584. At this time, Aurice was the chief antagonist to the Gorcorumbese Empire in the Fifth Geddamin War, begun 2582, a role it had inherited from the Fourth Geddamin War that had ended in a truce, 2581. In 2582, the Valley of Vimal Uprising (Mistmoon) and the general uprising in northwest Weshif, including Shelekhumbia, against Gorcorumbese Rule created the pretext for the Fifth Geddamin War. Aurice and Gorcorumb had very much been at odds with each other after the truce that brought the hostilities of the Fourth Geddamin War to an end. Aurice wanted to give the rebels encouragement and promised them aid. Grand Duke Stalcast Bijäl additionally promised that Aurice would recognize the freedom and independence of all the human principalities of Corundy who openly fought against the Gorcorumbese Empire. This implicitly did not include the two Aurician provinces of Zamir which Aurice had won and integrated into its empire during the Fourth Geddamin War.

The decree became the impetus for the formation and development of the Aurician Doctrine of Corundian Autonomy which Aurice continued to defend and support in the subsequent century even after the fall of the Grand Duchy and the establishment of the Noble Republic. The original manuscript of the decree and some original copies are kept in the Senatorial Archives of Aurice.

The decree was widely quoted, praised, and discussed through the twenty seventh century (2600's) in Corundy and strongly criticized in the early 28th century as merely a ploy of Aurician power-grabbing. Despite this, the leaders of the League of Corundy on occasion referred to it.
