Convoked by Miyanikhiya kath Agiya during the Isbajutha and held in Tishereth in 2254, the Council consisted of mostly Incarnandists, some Khahonrites, some Cospians (Kheshephite), and perhaps one or two Geddamin. The council differed from a general congregation of the Incarnandist religion as it included non-Incarnandists whom the Incarnandina expressly invited. The council deliberated the future campaigns against the Chaos Rulers, under the leadership of Incarnandina and her advisors in consultation with other leaders. The Geddamin had been liberated in the Ephysgæe Mountains and Ambrew's Isbajath had come to a treacherous end. The Incarnandina wanted to restore the confidence of her people in the mission of the Isbajutha.
