Spell-Dumbness
About one in ten to as many as one in eight by some estimates of persons are spell-mute. A person afflicted with this condition is inherently incapable of generating the thought-forms for spellcasting. While most persons are not spell-mute, the majority lack the predisposition, resources, or interest in learning spell-craft. Occasionally, a person turns out to be misdiagnosed as spell-mute and may only be resistant to spellcraft. The great cities of Asdar are filled with instructors who claim to enable a spell-mute or spell-resistant person learn magecraft with generally a very low success rate.
There is a common conspiracy theory that so-called spell-mute persons were in fact magically tampered with by a wizard who feared competition or otherwise wished to quash potential spellcasting. Proponents of this theory state that spellcasters are naturally cliquish and wish to preserve their power among their own so as to keep the common people under their thumbs. Since most people with sufficient effort are able to practice at least some level of magic, even if very low, this theory is generally dismissed by experts.
