The principal inhabitants are Sungotine Elves with a significant minority of humans from the Empire of Tangshan, Lyang Shwai, and elsewhere. The city is home to one of two schools of Pamnests in the whole world, the other being in Azhya Kaïva. The elves retain all government to themselves.
